Beat Repeat was conceived as a street-based music festival integrating three neighbouring venues into one cohesive event footprint. Delivered at the height of COVID restrictions, securing approval to operate required navigating one of the most complex regulatory environments Melbourne had seen. As Event Manager, we were responsible for full event delivery, including planning and permitting, emergency management, operations management and liquor licensing. Second Knock and Don’t Think led marketing and programming under event management direction, with artistic programming managed separately. Approvals required a Temporary Road Occupation, two liquor licences, an occupancy permit, a Place of Public Entertainment permit, and multiple regulatory exemptions to satisfy pandemic conditions. The event involved closing an active public road and aligning three independent leaseholders into a unified operational site. All works were tightly sequenced to protect surrounding businesses, with bump-in commencing just 12 hours prior to opening and full site clearance completed within 12 hours post-event to ensure uninterrupted trade for neighbouring operators. Securing the necessary approvals during peak COVID uncertainty demanded disciplined stakeholder negotiation, structured documentation and rigorous compliance planning.

All permits and licences were secured, the road closure was executed without incident, and the site was delivered and cleared within the constrained operational window. Surrounding businesses continued trading with minimal disruption, reinforcing strong stakeholder relationships. The event demonstrated the ability to lead full-scale public event delivery under extreme regulatory scrutiny — integrating multi-venue operations, complex permitting and emergency planning into a controlled and commercially viable outcome.
